I have doubts about buying Lightburn.
My brother lives in the United States. Could he buy it for me and send it to me? Will he buy it as a gift?
Would I have to pay tax on it?
If you live in PRC then it’s probably 175% or something like that 
, in EU only half of that…
But besides that, it’s a very interesting question, however I personally think that a LB license is tied to one person, regardless of whether it’s a gift or not. It’s you who has to be registered as the owner and I can’t resell it together with my laser for example.

Tax avoidance, specially in what regard sales tax and VAT (in Europe) is not something we condone or can allow.
These taxes are not our choice, are goverment enforced.
Also a Key bought in the USA and activated elsewhere might raise fraud risks flags.
I would advise maybe trying to locate a 3rd party license reseller in your country of origin.
