Imported SVG does not show text and graphics when using the fill setting

Looking at the first SVG file you shared, I see the design has many duplicate shapes sitting atop each other.

I deleted all duplicates, then added back a duplicate of the outermost rectangle to produce this (see below) as filled:

How do I invert (negate) a vector engraving?

If you want to invert a vector engraving (Fill layer) you need to add an outline to it. Think about what happens when you scan a circle, compared to the letter ‘O’. The inner ring of the O toggles the fill.
