What APP am I needing to apply when asking

Are you running windows 11? Is it in “S Mode”?

If you are in S Mode you will need to switch off to be able to install apps outside the store.

You could also have a setting enable to only allow installations from the Microsoft Store.
In that case go to Settings->Apps->Apps & Features->Choose where to get apps->Anywhere
