When I laser engrave a series of text or small images, the laser engraves a very light line between each character, as if it doesn’t shut off completely when it moves across “dead space”. Is this a issue with the software or my hardware? It doesn’t appear to happen with “fill”.

While you are working on this, also check GRBL parameter $32. It should be $32=0 for CNC and $32=1 for Laser.
Not directly related, but offset fill is not really meant to be used with small and complicated shapes. In most cases, the normal fill option is way better quality-wise. Depending on the size of the objects, there will be some left-over areas with offset fill.
But still, there shouldn’t be any connecting lines. Maybe show a picture of the results as already requested
