I have made 3 circles, then chose one of the time to I get 3 rings.
then I want to just make the outer ring, but I only get one big circle.
I know is easy fix for them there know what todo

Put the outer two rings on the same layer. Put the layer on fill.

I think that is what you want. Duplicate the innner ring and rename to 04, likewise duplicate the red ring to green. You must have something to fill!! As you have it now as you have found out it fills all. Hope this helps.

So as I understand it now
LightBurn cannot use the *same vector across different layers.
Therefore, I need to duplicate the shared circle as Brian Bigland said
