Updated to 0.9.11 from your website and had to go through set up again (focus, camera calibration). The cut settings were missing. I had this problem in January when I went from the trial version to the paid version. I was directed to follow a procedure that deleted a file (prefs.ini) etc (Jan 15th). When I do this it starts with no settings and I have to do the calibrations again and still no cut library.
You still have the library, but by deleting that prefs file you’ve deleted the path to it from your settings. Look for a file with the extension .CLB, likely in your Documents folder. If you can find it that way, just click ‘Load’ on the library window and load the file.
