Marine depth charts how-to?

Anybody know of a good walkthrough on making a multi-level marine map? I’m seeing a lot of these things made with baltic birch online but no in depth information on sourcing the vector marine charts to make these things. I know I could manually digitize a marine chart but there must be a more efficient way to do it. I believe marine charts are open source in the USA but here in Canada they’re licensed through a government agency and can get kinda’ pricey.

Thanks Sas, I really appreciate the effort you put in to your reply! My issue is not so much with the topography but more the bathysphery. The ocean depth contours seem quite difficult to source here in Canada.
