The Mask to Image menu option is not on version 1.7.00 when I right click the selected objects. It works on version 1.6.03.
There’s a strong chance that one or more of your shapes are not closed, or that the mask shapes on a layer that is set to Fill.

I’m having the same issue with 1.7
I tried various shapes (all closed) and I could not get an apply mask to image prompt. It also appears greyed out in the scroll down bar
It is always helpful to share screenshots to help us “see” what you are observing. Here, I show an image and then an ellipse which is set to a ‘Tools’ layer, select both and right-click to expose menu choice.
And here is the result of masking this image.
