Can anyone explain to me why Assign is disabled?
The layer type you have selected is an image, not a vector layer (line/fill/offset fill). If you had a library entry for an image you would like to apply, that would work just fine. Otherwise, you would need to trace the image (Trace Image - LightBurn Documentation) then you can apply the Material Library setting to that layer.
