Unknown. I, with no laser attached, created a material. Then I edited the settings for the material. Next I assigned the new settings to the currently selected layer.
I could not duplicate your issue. Maybe more information will help?

OK, ich habe LB geöffnet und wollte ein neues Material anlegen, das geht nicht. Mit einer Zeichnung hatte ich Erfolg ein neues Material anzulegen.

The Create new from Layer button suggests you do need something in a drawing.
