I want to wrap text around a circle, but the “path to circle” command doesn’t show up in my drop down.

Yes but according to the tutorial after encompassing the two (letters/circle) if you right click the menu is supposed to come up with that on it, but I’m getting the one you see in the picture. Am I in the wrong menu.
You need to ungroup your circles and choose only one.
Edit: If you want the text in the center of the 2 lines, create a tool path that sits in the center and use that for your path to text.

That did it (Thanks) but how do I create a tool path that sits in the center?

Probably the simplest way is select the inner circle and use the offset tool to create an outward offset to the desired size. Change that to a tool layer.
