Is the paw an image or vector drawing? And the text is normal text, not an image, correct?
Try putting everything on the same layer. If the outline is a cut duplicate it and put the duplicate on the fill layer and leave the original on the cut layer.
You can only apply a mask to an image file - jpg, png, bmp etc. You might have a vector file (svg?) which you can ungroup then remove parts you don’t want.
Look at your Cuts/Layers panel … does it show an image option/layer or two color layers. If it shows two color layers you can choose to not show or output the one you don’t want.
the text is just normal text. I converted the paw which was an svg to bmp and that still did not work. I am unsure what else to do. I have been working on this for hours and I feel it should be something simple

You almost never want to do that conversion. That degrades the quality of your image, particularly if you ever want to scale it up.
