When I weighed mine (one Tbsp marked as 15ml) it weighed 10.9g which gives a density of 0.73 or thereabouts. I think the 4.26g/cm3 you’ve seen quoted is solid TiO2.
This page states a bulk powder density of 0.77g/cm3, which isn’t far off the result I got.
