Can you try the camera in another application? Like Skype, or any other camera app?
You said you downloaded the suggested drivers - was it these?

Windows 7 Drivers for LightBurn Camera

If your desktop is Windows 7, you might need to install the UVC driver bundle. It’s standard on Win8 and later, but an add-on for Win7.
