How can I make the stars on the cut layer 04 remain bare wood and the field for the stars in cut layer 01 be filled?

You’ll need to move the stars on C04 to the same Fill layer as the shape that surrounds them.

If you want to invert a vector engraving (Fill layer) you need to add an outline to it. Think about what happens when you scan a circle, compared to the letter ‘O’.
