When lasering a photo is it better to convert from jpeg to svg?

If you’re turning an image into an SVG, you’re turning it into a vectorized path. The image loses it’s gradients and depth…it depends on the photo as to how well that will turn out.
Without seeing the image it’s difficult to say what is better, I’d stick with image mode and adjusting it.
