I am really hoping someone can steer me towards a great photo editing tool. I’ve seen work that is phenomenal replicas but I am still not close to getting there. Any guidance I get is appreciated.

Try PhotoFiltre. May not be as robust as you want but there is a free version and does a decent job. Also a paid version but i have never used that.
A lot depends on what you want to do. Simple editing can be done in something like Paint.NET while more advanced would be GIMP if you’re looking at the free software options.
If you’re looking for post-processing of photos then you could also be looking for something like LightRoom or on the free side maybe something like darktable or Luminar.
Either way there is a learning curve with whichever route you choose so pick one and take time to learn it before jumping to another one.
Affinity Photo does everything you want and then some. The license is perpetual and they provide constant updates and improvements, even at full price (£67.99) it’s phenomenal value for money. If you aren’t in a hurry, wait until it’s on sale again (quite often). If you want, you can buy the bundle that includes Affinity Designer and Publisher as well, again, cheap at full price, but on offer you often get the lot for 1/2 price.
