Placing a bubble trace around an image for leather patch

I am trying to make a leather patch with an outline around it. How can I do this where there is some space between the image and where the laser will cut?

Attached is a picture of what I am trying to accomplish.

Tools, Offset Shapes.

If you are talking about an image you will need to trace around image and then use offset shapes.
