Is this the original board that came with the laser? I suspect it was upgraded or swapped at some point.
Do you have any buttons on the controller? If so, make sure none of them are being accidentally pressed. If none are pressed, check if there’s a reset button and try pushing that and then rebooting the laser.
This is a classical boot loop of a 32bit board. You need to flash the firmware again. If this fails, you need a new mainboard.
