I would like to adjust the upper half of the drawing (neck and head)

Cut the shape into to parts and then you can resize each of them.
@Melvin That’s a very good idea, but it might be difficult to seamlessly join the two halves if only one is changed. There are - as always - many ways to solve the problem
My suggestion: ungroup and edit the nodes
