With Smoothieware, you need to look at/modify entries in the ‘config.txt’ file on the SD Card plugged into the Smoothieware board. You need to do this while the machine is shut down.
Apparently Smoothieware uses a floating point factor from 0 to 1.0 (100%) to control Laser power. Look for entries that read:

laser_module_maximum_power                    1.0             # this is the maximum duty cycle that will be applied to the laser
laser_module_minimum_power                    0.0             # This is a value just below the minimum duty cycle that keeps the laser

In Lightburn, with Smoothieware device chosen, there is no S Max entry, 1.0 is assumed to be max.
