Scale using rotary

I am having problems with the origin and scale with the rotary. If I send the laser to the origin (about 200 on X axis it goes all the way across instead of half way. If I click the location balloon at 150 on the grid the laser goes almost all the way across. I need it to stop half way. It works fine without the rotary connected.

This is essentially the same problem as the question from the rock sculptor.

I forgot to mention I am using Otur hardware.
