I cannot manage to get my laser to do any speed other then bloody fast. I wont to slow it down for cuts. I set it to 250 on full power and it just zooms. How do I fix this?

Very probably the problem is you are trying to run at 250mm/min however is running at 250mm/sec
Do this for us
Edit menu > Settings
Scale, best for diode mm/min.
Make sure you have that set
If not, set it, and restart Lightburn
Also go to Edit > Device settings
Is your Svalue Max at 1000? (Right bottom corner)
