I have to ask this as I changed My computer the other month, while using
it the mother board Burned out and had to get a new moth board, I had all
my work on the Mother board and the heard drive, now i have to apply for
a new licence could my licence not just trancefured to my new Coputer

Ever heard of backups?
Remove Hard drive from old computer, get an external enclosure for it to use with new computer.
Having a backup that’s usable would have had you back up by now. Not holding an hd you can’t use very easy…
Live and learn 
If you have the hd from the old machine, the data should still be there, including your key if not in your off-site e-mail.
