In my experience, if the laser head is too close to the home position, the motors will crash before the sensor can pickup its location and feed it back to the computer.
When I hit the panic button, I then turn off the laser completely and slowly move the gantry and laser head to near the middle of the workspace. Then turn the laser back on and allow it to home. If in doubt, turn it off and turn it back on again. Tech 101.
