Why does the cut optimizer do this?

Hi, i’m making living hinges and try to optimize the cut order. Right now my settings are this:
OPTIM_SETTINGS

And it cuts like this:
lb_cutorder

That pattern continues further down. Why does it cut the lines on a row-by-row basis, instead of column-by-column basis?
I’ve tried various settings for the cut optimizer, but somehow i can’t get it to work.

Note that the vertical distance between the lines is smaller than the horizontal space between the lines.
