Why am I missing my circle tool in the design tools?
It is not missing. Click on the square, then on the little triangle in the corner.
Long-press and it shall be revealed:
It’s the new hotness in UI design, intended to unclutter the screen. The (clickable!) green triangle in the lower right corner hints at those hidden tools.

These are fairly common UI elements designed to reduce screen clutter and are found in many design programs such as Adobe Illustrator. 
Less clutter is good. I think Inkscape is good example of runaway icons.
Probably due to the fact that everyone can add their niche little addon.
