This happens most often with wood and other (anisotropic) materials with a grain-structure.
Turn the material 90 degrees (1/4 turn) in the laser bed and repeat the test cut. If this is caused by the grain of the wood X will cut perfectly and Y won’t cut through.
If this is the case, sometimes rotating the design 45 degrees (1/8 turn) will share the difficult cutting direction more equally.
