When I frame the area it shows that it is working fine. However, when I start the burn the laver just burns a horizontal line and does not move vertically.
Need more information. What does it look like when it Frames? Is it an an image or a vector path? Did you select everything you wanted to output to the laser?

An image will scan back and forth. Depending on the LPI setting, it can look like it is sitting still in the Yaxis and not moving.
