Z axis not moving up during transverse moves within shape

Using the pen plotter I can get he Z axis will raise between shapes in line mode. In fill mode, I can get it to raise between shapes but if there are transverse moves within the shape it will not raise.

Picture is using text but I have similar results using svg images.
