Cut and scan order problem

Im sorry about more questions. Can you tell I’m new. I need to do a project. I’ve figured out the layers. One is a fill(scan ) and the second layer is line(cut) sounds simple enough however once both my layers are created no matter which layer I have on top in the cut window It will always cut 1st. I’ve moved layers up and down. Still the same.can anybody help. Thanks

thanks rick… my verbiage is not very good when searching. I seem to keyword the incorrect words so have trouble finding what im looking for but on a positive note I always find something different that helps me at a different time… anyway I watched video and went to optimize settings, found layer highlighted instead of priority. that seemed to take care of this problem… im sure there will be more… thanks again
