Cut Shapes vs. Mask Image/Flatten

I’m trying to understand why things work this way and if I’m missing a step in the process.

If I have a photo and place a circle over it and use the cut shapes function the resulting image maintains the dimensions of the original photo, but if I use the mask image function and flatten, then the resulting image takes on the dimensions of the circle. In my mind I would expect the second behavior in both operations.

But reading it again, it was solely about the flattening, I think, not about the cut shapes function. So it’s been a slightly different topic.
