The SciGrip is certainly THE BEST for acrylic bonding. I prefer the viscosity and set time of “16”. It is slightly more fluid than a gel. Despite it’s thicker formulation, it still performs very well for capillary application.
Syringes - that will be determined by where you live. Cheapest is to just use plain ole medical grade supply. With Sci Grip 16, I think an 18 gauge needle is ideal. To fill the syringe, remove the needle and vacuum the adhesive. Then clean up the syringe with a paper towel and put the needle back on. You can always just buy Industrial Syringes with 18 Gauge Blunt Tip Needles as well:
