Set the Windows Task bar to Auto Hide to reclaim some space.

Reduce the number of small windows stacked up vertically; smaller screens may have only enough pixels to display a single window.

For Future Reference - The scaling issue seems to be based on a combination of factors are are still trying to iron out. Window Scaling set to a value > 100% High DPI Settings set to an override.
