So I’m getting perforated cuts with perforation mode off, and tabs / bridges off. My cuts still end up looking like the standard perforation mode.

Tell us more about your controller and your version of Marlin.
I was looking at some Smoothieware code and saw a long list of very short moves.
If you click File, Save GCode and share that file here we may be able to see if the breaks are commanded or an artifact of the controller.

I’m using the ender 3 v2 as the controller and that was the problem, it was not lightburn

I’ll remove the other thread from yours.
Marlin might act strangely when the Fast Whitespace moves are set high.
The Ender 3 is being used successfully here.
