I have an Ortur laser if I type a word and set it for just an outline the fill box fills the whole image? I haven’t used it in awhile but it didn’t do this before
If you type a word, there is no “fill box” - can you elaborate, or show some screen shots to explain?

you have Co1 layer 01 on filling, put it in line then it’s good greeting Sjaak
It’s filling exactly what you asked it to - the square is the only thing on the fill layer. If you change the text in the middle to also be on the blue fill layer, it will work.
You need to add “holes” to the fill for the green layer where the eyes and buttons are. The simplest way is to duplicate the buttons and the eyes, and make the copies green. It’s easier to see why if you look at your layers side by side:

With the buttons and eyes copied to the green layer too, you get this:

If you want to invert a vector engraving (Fill layer) you need to add an outline to it. Think about what happens when you scan a circle, compared to the letter ‘O’. The inner ring of the O toggles the fill. If you add another shape (like a square) outside it, it negates the whole thing:
