Can objects be outlined for cutting?

I am trying to take pictures of hand tool and import them into LightBurn. Then trying to find out if there is a way to outline the tools and just cut an outline of the tool through the foam to hold the tool. Also, if you know of any software that could do this and then import into LightBurn. Thank you
