can’t get the laser to shut off at all. every time i try to engrave anything it just makes a black patch. never does the design

I agree with Jack. Also, if the laser is on continuously, that’s extremely dangerous. More information needed for sure. I’d be checking USB cables, check with the manufacturer. Certainly, be very, very careful when you turn on the machine
